If the only issue is a relatively high shutter count it may be re-sold to someone else since refurbished cameras aren't expected to have shutter counts as low as new cameras. If you send a refurb camera back to B&H you can ask for a replacement (if any more are still available) or ask for a refund. support person suggested sending it back to where I bought it, which is what I did.
